Clothes that cover the genitals are obligatory for both men and women in accordance with the Shari'a which Allah Subhanahu Wata'ala has sent to the Prophet Muhammad Sallallahu Alaihi Wassallam, which is not revealing the curves of the body so that it can invite lust.
In Islam Allah has affirmed that an obligation will not be separated from other obligations, such as those who fast will never be justified at all to leave prayer, and those who pray and fast are not allowed at all to not wear clothes that are in accordance with the Shari'a.
Good Muslim women are those who establish obligatory prayers and fast in the holy month of Ramadan and keep their nakedness. Whereas those who continue to establish prayer and fasting but do not wear the hijab, only Allah himself knows and how to reward the servant.
But do not be discouraged because we are always instructed to always pray to God that our good deeds will be able to erase our sins, with the condition of opening a new page and repent of all that has been done before.
Therefore for Muslim women who have not perfected their obligations, let the moment of Ramadhan be the starting point for always perfecting obligations that were previously abandoned.
